Luís Soares Barbosa is the Deputy Director of the United Nations University (UNU-EGOV) since 2017.
Luís is also Full Professor at the Department of Informatics of the University of Minho and senior researcher at INESC TEC. He chairs IFIP Technical Committee on Foundations of Computer Science. In recent years, Luís has coordinated six funded research projects and bilateral partnerships with Brazil and China. He participated in a number of consultancy missions to International Institutions and Governments, namely in Africa and Latin America.
Within UNU-EGOV Luís is focused on designing and monitoring digital governance strategies, as well as on assessing the potential and impact of new technologies (from AI to quantum computing) to promote trustworthy public infrastructures and empower democratic citizenship. He also investigates on rigorous methods for software construction, and the interconnection between Physics and Computation, having co-founded IFIP WG1.11/2.17 on Foundations of Quantum Computation.
Luís supervised 5 post-docs and 18 PhD at Minho and Aveiro (Portugal), Nottingham (UK), San Luis (Argentina) and Peking (China). Member of the Editorial Board of Elsevier Jour. of Logical and Algebraic Methods in Programming, he published more than 60 journal articles and 150 indexed conference papers.
